Instructions
- In a large mixing bowl, whisk together rice flour and salt. Add warm water gradually until smooth.
- Stir in green onions and chili flakes.
- Heat vegetable oil in a skillet over medium heat.
- Ladle batter into the skillet, forming pancakes. Cook until golden brown, about 3-4 minutes on each side.
- For the dipping sauce, mix soy sauce, lime juice, garlic, and chili in a small bowl.
- Serve pancakes warm with the spicy dipping sauce.
